I'm not saying hurt them, I'm say it's not going to fix the problem.

If you have a pool 4' deep of dollars where every one's use to wadding around at that level, if you wake up one morning and its 8' deep are you better off?

IMO, incentives are not going to fix the problem

I gage this by interest rates to my principle, they've been too low too long. I use to get rates of 6.5 to 8% for a pool of dollars 4' deep. When the pool gets to 8', they cut the rates in half, which puts me behind. We're discovering the pool has been 8' deep for some time, without the public paying to much attention.

Because the rates are off for so long....this problem is here to stay and pay checks are not going to DOUBLE to make up the difference.
