I read tier 2 (phase 2, whatever) as being where we would target a different set of companies where the focus is more on '445, etc. (doni's favorite technology). This I think is where Intel, TI, etc. would more likely come into play.

For now it's the device makers it seems where the infringment is easier to prove. Maybe I'm wrong but this is how I understand it.
