A couple possibilities:
Restrictions are often placed on stocks that release news
I've seen this before, and the restrictions, for whatever reason, are lifted after a short period. Volitility could be interpreted as unusually high volume. Of course, increased broker commission could be the motivation: but I think I've had them charge the on-line rate when this has happeded to me in the past. You should at least ask for it. I'm sorry that I don't remember for sure.
Increased scrutiny of the market, especially BB stocks, could also be a reason.
I've used Scottrade for many years and have been very pleased with them. The kid's situation is a good example why we should maintain a reasonable cash balance in our accounts. Their offices are usually close enough that dropping off a check can speed up the process. Otherwise, going the ACH route is convenient.
