CHICAGO, April 27, 2009 - Duane Morris LLP is pleased to announce that John N. Maher, formerly general counsel of the U.S. Office of Personnel Management (OPM), has rejoined the Firm's Chicago office as a partner in the Firm's Intellectual Property (IP) Practice Group. Maher will help strengthen Duane Morris' IP practice as well as the Firm's growing capabilities in government contract law.
Maher returns to Duane Morris after serving as the general counsel of OPM, the government agency that administers the nation's civilian workforce. Maher, appointed by President Bush in 2008, oversaw the legal aspects of OPM's programs, which include managing health insurance benefits for federal employees, conducting government background investigations and spearheading significant federal personnel law regulations and litigation.
At Duane Morris, Maher will work closely with Washington, D.C.-based Duane Morris IP partner Kerry McTigue, also a former general counsel of OPM, representing clients on government contracts issues as well as IP litigation. Both Maher and McTigue counsel defense contractors, software companies, telecommunications firms and other high-tech companies in securities fraud class actions, breach of contract claims, and government contract and procurement claims. Maher and McTigue maintain top-secret security clearances and are former officers in the U.S. Army.
In addition to government contract litigation, Maher focuses on general IP litigation as well as complex commercial litigation, including white-collar criminal defense. Both he and McTigue represent generic pharmaceutical companies with issues regarding Abbreviated New Drug Applications (ANDA) filed with the U.S. Food and Drug Administration.
Maher has more than a decade of experience in representing clients in commercial and criminal matters before trial and appellate courts in the United States and abroad. He has served as IP counsel in numerous disputes in federal courts throughout the United States, including presenting oral arguments before the U.S. Court of Appeals for the Federal Circuit, and has been involved in licensing and transactional matters related to companies in the electronics, engineering, pharmaceutical and biotechnology sectors.
Maher was a trial attorney with the U.S. Department of Justice in Washington, D.C., where he worked on government contract, international trade and federal labor and employment law, as well as defended in court executive agencies of the United States. Prior to that, he was an attorney for the U.S. Army Judge Advocate General's Corps, where he handled federal and military appellate court matters. A member of the Committee on Attorney Registration and Discipline and the Committee on Military Affairs of the Illinois State Bar Association, Maher is an assistant professor of aviation law in the United States and Europe for Embry-Riddle Aeronautical University, and is an adjunct professor of law at The John Marshall Law School in Chicago. In addition, he serves as a major in the U.S. Army Reserve.
Maher received his J.D., magna cum laude, from the Northern Illinois University College of Law in 1996. He earned his B.S. from Bradley University, magna cum laude, in 1992. He is currently pursuing an LL.M. in Health Law from DePaul University.
