Since the Judge had ruled earlier that California Law governed the law suit, under California Law the party that wins a dismissal with prejuduce is entitled to file a memorandum of costs with the Court to recoup its cost of defending against what turned out to be a "Frivolous Law Suit"...

Although the costs to be recovered are codefied the Judge has a wide discretion to allow other items, such as attorny's fees, if the case is made that the entire action was frivolous and so on...
