I believe the law requires that 50% of the National Gurad be left in the USat all times and is not to be deployed outside the borders of the United States. The Hawaii National Gurad did drop below that level for a short time, but I believe that has been corrected.

We can analyse this and play the blame game all we want at a later time. Our fellow Americans need our help ($$$$$$$) now.
