It is obviously a nebulous enough statement that it could mean anything. Something changed. Whether or not it will matter is the question. It could mean more involvement by Handal to include a percentage for them if they can execute a license agreement (beyond a fixed amount just for the contract work). It could also mean more attractive pricing and/or terms to some entity in exchange for a license. I know if I am trying to sell something and aren't getting any hits, the time eventually comes that I have to consider lowering my price.
There appears to be growing competition in the context-aware space just reading from articles posted here. Again, how long do we go without an agreement before we can safely reckon that the opportunity has passed us by? A year ago I thought a year from now (then). So now what?
There's no doubt in my mind that the world will want/need a solution that Nunchi clearly attempts to provide. The concern I now have is whether that solution will come from Nunchi or something else? One would think that the powers that be should be selecting a solution (standard) very soon. No company wants to hitch their boat to the next 'Beta' (over VHS) for example, but nor should they want to ignore any means that could differentiate themselves and provide a boost to market share. It seems to me like the market should be quite ripe for CA and hopefully that includes Nunchi.
Maybe everyone is just scared to do anything new... or maybe they're all afraid of going against whatever Google might be doing. I suspect the real problem lies more with the 50+ entities doing DD than it does with EDIG. Time will tell I suppose. Hopefully not too much more time though.
