During the TX7, not so much the CO19, PR'S were getting sent out a lot....we hit 23 cents soon after the Samsung settlement,  nothing has helped since.

So, maybe Fred looked at his expenses doing PR's, looked at cash on hand,  said "what will it accomplish?"  "How much does the market care about a continuation...apparently not much PPS wise at this time."
