I don't think mining the rock is a big deal. It's shipping the rock out at a profit. Don't they still have to get the railroad and seaport infrastructure set up? I know it was talked about all the money the Aussie gov. was going to sink into that. That's probably why IFFCO agreed to push back the time for them to ship rock to them until 2012.

Getting the infrastructure side along with the plants up and running is going to take some time.
