Not sure what you mean by "actual offers". By law, public companies have to disclose formal, legitimate (actual?) offer(s), whether their BOD approves or not. If this is what you mean, then you also have to conclude that no "actual" offers have been presented.

Short of that, and because you don't hear about it, that does not mean offers/deals of some sort have not been discussed. If you recall, there was "interest" expressed by 3 domestic mining companies. To my thinking "interest" here means that at least the roughest, barest outlines of deals were discussed, but they could not be advanced to the point of formal offers being presented. That's more a reflection of the state of the market than anything else, IMO. ...bottom feeders looking to capitalize on the desparation of others, and these are desparate times for exploration companies.

LBSR, being essentiall debt free, is not IMO "desparate".
