I don't think it's a big deal - In fact, I'm not even motivated to check the exact wording.  What may be a big deal is "why?" Why go to the time trouble and difficulty, when available capital is for all intents and purposes nearly non-existent and drilling the existing claims was thought (by most of us schlubs) to be the immediate focus and way forward?

I assume that there is a compelling reason, as opposed to a frivolous one.
