Making it simple, back when Phelps Dodge drilled that area, Carlin-style deposits were not widely understood. Furthermore, Phelps Dodge was going through changes and cutting back on its exploration business, eventually dropping claims to improve its desirability for take-over so there was no follow-up. Since then, those findings have been reinterpreted without on-the-ground additional work.
Again, and while not an explorationist myself, I think channel sampling can be done quickly and more easily than the next option ahead of drilling. XRF, of course, can be accomplished along the course of performing any sort of sampling and drilling - a great tool.
As to IHUB as a hang-out from criminals, yes. So, why am I getting reports that LBSR is now using it for the release of required filings? THAT DOES NOT LOOK GOOD AT ALL, in my opinion. In fact, it is quite disturbing.

More failures of BG to do proper DD, or does he just not care to do that?
