I read it as: 'the two HM holes are not the end of the current effort there, nor is the information disclosed so far all of the information to be gained in phase one. . .' Put another, simpler way, those two holes and report so far are not the end / contemplated end of what is going on NOW.

Key points (to me) "much larger program", "2024"

Purely opinion.
