For all the reasons Charlie has outlined over these many months. There isn't any reason NOT to sign it. Oman has an aggressive tourism goal and this is part of it. The sultan has signed on as an investor ... he hasn't done that elsewhere. I'm kind of surprised the MOT hasn't gotten into more trouble for these delays.
