This link has a lot of positive info. I found the bottom of page 8 interesting. The Peruvian government chose to encourage mining companies to voluntarily help local communities rather than mandate greater taxes. This would take out the middle man bureaucracy and allow for local needs to be met more quickly. The company would have a vested interest in creating a positive working relationship because of the local peoples' input into any EIS. It's a creative solution, although I doubt it works perfectly in all situations.
While we are in limbo I wonder what effect this is having on the informales?
