Let assume for argument sake that such a stipulation exists in the exploration permit, which seems reasonable to me as it would not likely have indefinite flexibility.

I think that management likely has a short, mid and long term exploration plan in place if not firmly at least loosely...I would think in order to avoid such a major delay to exploration they would likely have started any necessary permit application process well in advance knowing that it is not uncommon for properties to sometimes have to drill 100K before recieving an offer...as well as to avoid unnecessary downtime expenses while waiting for the permitting process to unfold.
