As the percentage of voting shares held by green and white relative to the total shares do not change (buying or selling notwithstanding) the voting strength remains the same.

As an example :

If Green held 1,600,000 of 2,000,000 total shares before a 1:20 consolidation it would represent 80% of the voting strength

If after a 1:20 consolidation Green held 80,000 of 100,000 total shares it would remain at 80% of the voting strength.
