IMO what we know is that Merck can produce beads that meet the product specifications mutually agreed by Merck and CGNH. Unfortunately Merck has not to my knowledge made their proprietary silver coated beads available to the IVD marketplace. When such an event occurs, I would anticipate that CGNH would release an announcement to the financial market as such an action would be a material event.

I do agree with you that the decision to commercialize these beads is controlled exclusively by Merck, which is why IMO CGNH executed the MTA with another bead manufacturer.
