I was thinking something the same, why not apply for pod 3.  My reasoning was based more on concern though, wondering if it wouldn't be prudent to begin application for #3 in case #2 is delayed ... would seem to be a wise thing to do.

However I'm sure Connacher has thought that through and there are good reasons for not having proceeded along those lines.
