They may well have a team working on the plan for Pod3 but, it will take time to do all the planning function, select the site,draft the Plan, , etc. Why create the staff with attendant overhead to be constantly two or three Pods out in front of your current operations! Particularly, when any number of items can occur to alter your Business Progression Plan? One at a time, do it well and then move on!
