I would hope that in this early stage of develoment, of what till now in many ways is theory, cll would proceed slowly so that any discovered problems with Pod 1 could be addressed.  After Pod 1 is fully operational and a success then more multy tasking can be attempted.

I've read that their is also shortages of man power and supplies in the Alberta Oil Sands regions so full utilization of what resources you have are critical.
