Is the ERCB on an annual 3 week shutdown, or what is the situation? Maybe due to their backlog, they should run later into the session or have an emergency recall session to get some of their backlog cleaned up. That happens here in the States sometimes, though the issues -- usually budget -- are probably to be considered more pressing.

I've heard projects are being postponed and cancelled, which may relieve some bottleneck pressure down the road.
