There's been this assumption that we cannot start building until we get the EA approved. I wonder about the road though. Galore was able to build a good portion of road and they dont' have an EA approval. Maybe I'm missing something with Galore, maybe it doesn't trigger the same EA process ;i've only skimmed the highlights with that project. It might be that the Galore project road doesn't involve crossing fish streams or navigable water so it flies under the issues that would trigger.
