Somewhere around the 55 minute mark (give or take a few minutes) Elmer says "…very early in…in January 2013…". The pregnancy of that pause after the first "in" led me to believe that Elmer meant to say "early in 2013" rather than "early in January 2013", but added "January" half-way through. If I'm right, then the February 4 timing of the NR makes more sense to me now, because Feb 4 is "early 2013" and just a little bit later than January. Quite a bit closer than some previous promises made.
