Not sure how I have missed this before, but anyone saying it can't happen because its "under a city" seem to be a tad off on that statement.

Less of a city and more of a village maybe. I think their declining population is under 1784 people.

The ore is underneath many of the homes and I think they do not have mining rights over the top 500 feet or metres or whatever it is. They can't have an open pit mine and I doubt they would mine underground there. The other mines in the area are using ISL, and since it costs about $1 per pound and has very little clean-up costs after the mine is finished it seems like the most likely way to proceed.
