Teck already has other permit issues with the Chilean government on the QB project. The SEIA for QB 2 was submitted in Q2 2012 and then withdrawn with a plan to refile in 2013. Now they say it will be Q4 2015 at the earliest while they await some permits for the existing QB project filed last year, for a mine that has been producing for years. This information is buried in the quarterly reports and adds background to the message that DL sent to Chile at the BofA conference in May:

The only leverage Teck has with Chile is to make a decision to spend their money elsewhere. They will have a plan B, which typically is to select their next best project and run with it.
