Unfortunately, you can't calculate it like that.  If Teck spends 3B now, the cash flow they will recuperate in the next 21 years are worth less every year as they are discounted 8% per year.  Therefore, you need to bring back all the future cash flows in today's dollars.  That's how you compare projects together.
