The fair market value is currently .25$ per share - nothing more and nothing less. 

Again, mixing up value with market cap, you just refuse to learn :) You just said it yourself there are "endless ways to calculate a company's value".

Today's early bid is 23 cents; if I sell 100 shares first thing at 9:30AM into the bid, following your logic then the fair value drops from 25 cents to 23 cents because of those 100 shares sold? You must be smarter than to believe that. The value of the company didn't change because I sold into the bid; the only thing that changed was market cap of the company.
