The properties were probably placed into country-specific purposes for tax purposes.

As well (...and I know this from first-hand experience), most of the time when governments hand-out any type of grant or subsidy, the corporate entity receiving the funds must be domiciled in that particular country (and state/province).

(In other words, most of the time, a Canadian company would be ineligible for any sort of U.S. federal or Arizona state government assistance...same for Canada, but "opposite").
