You make an excellent point. We may get 'definitive' indications that the permit will be issued, which may prematurely run the pps up. This has happened several times in the past, only to result in disappointment. If an analogous run up occurs again will the outcome be different this time or more of the same? I'm hoping that the permit just issues out of the blue so that I don't have to rely on my poker skills, or lack thereof.
