Unless Rangel has changed his position, he is "on board". The good general was a staunch supporter of this project and was solidly in the KRY camp for years. His support of the project and his strong ties to Chavez were instrumental in Hugo granting the MOA to Crystallex in the first place. I would assume he is well aware of the current fiasco and is doing what he can to resolve it.
