I saw the same thing and had the same question. But the only such comment that I saw from Ortega was from the prior week (as reported by Bloomberg on the 10th), so I don't really know what to make of this. I'm not inclined to make much of this particular story. On the other hand, I don't know if Ortega's recent comments are reflective of a Chavez decision or only reflect her opinion. Frankly, if Chavez had decided, I think she would have said that "this is the decision of President Chavez", or something like that. So I am more inclined than not to think this is just her opinion (ie, she's digging in her heels) and it is still an open matter, we'll see.
