Currently they are negotiating with KRY/GRZ. In a high level situation like this you never announce anything until you know the outcome you want. This is classic.

Ortega shot across the bow in the international press by denying permits. KRY/GRZ shot back in the international press with the idea that they will vigorously defend themselves. As the negotiatiing goes on Ortega drives down the price of the stock to soften up KRY/GRZ. It is an insentive to see it their way. At the same , Chavez' approval rating is at 39%. He just lost a referendum and is not about to let this go to referendum with the local miners to lose another one.

They basically have not said anything because they are negotiating and when the permitting is approved it will be a formality with new agreements in place making Chavez look like a champion.

At this point looking like a champion is more of a paper tiger than a real one, but this is their plan.
