Honestly, I have to concur that I don't think VZ has been simply inefficient. I think they know what they are doing and are looking for any way around the contract that they can. I think they have approved the false news if not generated them and have supported RML's efforts.

That said I am encouraged because that tells me they don't want arbitration and that tells me that whether it is arbitration or a give in on a permit, KRY has much more value than our current PPS.
