It doesn't matter who wrote the letter since the environmental permit was denied by the Director General of the Administrative Office of Permits at the Ministry of the Environment and Natural Resources of Venezuela ("MinAmb"). He wasn't the minister (Ortega) or even the vice minister (Garcia) but it was official.
