gw, in spite of all my negativity as of late i will say this....

IF the CVG was to get it's concession pulled I BELIEVE (after reading a bunch of icsid cases) that this would be construed as a "nationalization" or "breach of contract"...there are numerous cases where govts have used one govt agency to cancel the rights of another just to escape liability to a third party....it never seems to work.

the icsid cases i have read seem to assume that all govt agencies (even corporations run by the govt) are considered "the government of"....
