My main point is all of these State Sponsered Enterprises are controled by the State Council of the Peoples Republic and as such they are the Administrator and would not put there own companies in competition in foreign projects.

I'll buy that as a possibility RE....but until it is publically disclosed (in light of RM's denial of Chung Kai Chek's involvement) or KRY winds up developing most of the gold in Venezuela with China Railway as it's partner....then it's 'just another hunch based upon a jumping conclusion'.
