I always understood the mandate to be a "Fair Deal". None of us would be against the deal if it were fair for everyone. I believe the "Fair Deal was mentioned several times from the CSC. I admit I was concerned about the silence from the CSC but thanks to PC's post that has aliviated somewhat now.
