Surely to any sane minister in the sa government it is a given that they need oil and need it badly. They are pussyfooting around trying to keep everyone happy and get them all to vote the ANC party back in. They like all politicians do not care what happens to their country as long as they are reelected, when this happens and in the cold light of day they will then, in the interests of the country,put the best foot forward and say that they have no choice but to allow fracking in order that the population at large can enjoy the massive boon this will bring to all.
