I would like to offer an opinion on this....

Many boards have very few HL's, in fact 1, 2 or 3.

I started the OPMG board and a few others and was the lone HL for quite some time till traffic picked up and I asked AG to add someone that I knew from other boards and was either a proven HL or a person who I felt would be a good addition. The point however, there are times even with many HL's you might be the only person logged on so to flag and process becomes a must at times.

On the other hand if a HL is doing it to be manipulative, just report it.
