Going back thorugh the video, Benard is very clear that this is electrolysis and involves an electric current.......however, they claim that the process is very efficient......so, I would assume that the energy input (the electricity on the front end) is minimal versus the output after the hydrogen is extracted.  The devil in is the details....you, I, and others are scratching our heads as to how this actually works.
