It's not - watch the Agoracom interview and Bernard very clearly says EBH2's hydrogen generator works by electrolysis and that it will provide the hydrogen that will be used as a power source for the QRR which will generate the 4NSi. 

Si or NanoSi is NOT the source of generating H2.

That would be a hydrolysis or a chemical process. Si + 2H2O = SiO2 + 2H2 (this was the Appollon project, which seems to have been discarded. I asked Bernard in this forum a few weeks ago, if it was so, but got no reply.)
