I agree that financing is an important consideration. And I hope with great zeal that there will be a Major League partner sooner than later. But to believe ther would be any partnership agreement prior to receiving all required permits without numerous caveats and qualifiers is pretty naive. Which means any partnership without permits is pretty hollow. But at the same time, any such agreements would certainly bolster the stock value for a time, permits or not.   Go LAC !!
