The same guy who made that statement in reference to domestic US mining was also reported to have said:  "Do I look like I have STUPID tatooed on my forehead??"

After hours and hours of tedious research  (not!), I was able to find a picture of the guy in that article ( Biden deals potential blow to U.S. miners ), yup, the guy who opined that "It's not that hard to dig a hole".  It seems this fellow is well known in a weird subset of Tatoo aficionado extreme practioners.  See the  following link, below, for a picture and article about this guy:

One quick view of this guy also addresses the obvious conclusion that he hasn't been digging any holes lately.  Spends all of his time at the donut shop instead...
