Just giving a valid or possible reason for a transfer.  I have not been able to find anything outlining the actual transfer of MMP rights to PDS.

There is some verbiage suggesting TPL has authorization to transfer rights like Milestone posted.  Under what circumstances and exactly what would be required or even if it has already been done is unclear to me.  

I remember this subject from a few years ago and the discussion left me with the lasting impression that PDS was mainly a vehicle through which the monies would flow from the IP licensing etc.   There appears to be more to PDS than that but the intent appears to be to simplify, streamline and align TPL & PTSC interests.
