I don't think you are interpreting the sentence correctly. The ARS with a $10.4 mm par value failed to sell at acution in Feb.; then the rest of the ARS with about $5mm par value failed to sell in March. There is still over $15mm ARS at par value and they further state that "the carrying value of auction rate securities approximates fair value. "
