I hear ya, but when one's job may be on the line....
Also, I worked 20 years in the aerospace/defense industry. Indirectly, I was a Gov't employee. Contracts awarded and yanked at the whim of Congress. Not performing? Look out.
I also worked across the table from direct Gov't employees, and most were very sharp. I spent a lot of time dealing with Gov't auditors (DCAA/DCMC), and I can attest to their interest in operational efficiency in our operations, and their own internal operations. Blatant inefficiency was not tolerated, whether on the production line or in the administrative world (the Gov't reimburses a large portion of indirect/OH expenses). Their hammer? Ultimately, funding. Meaning jobs. Initially, the pressure is on management to increase output, increase efficiency. Either that, or update your resume.
