I will say this, IMO and experience, the higher the intellect requirement in any workplace, the higher the expectation for efficiency.

DMV - High School diploma (you get what you pay for).

USPTO - BA/BS minimum, advance degrees probably prevalent.

Likewise aerospace/defense industry - virtually all salaried employees have a BA/BS degree (it is typically a pre-requisite for a salaried position, though may be offset by 10+ years of directly related work experience). Thus, I think my input here is very revelent by virtue of a similar work environment.
