I think your explanation of the MOU is as good as the next. However, to say Judge Ward's "ongoing oversight" connotes, at least to me, that he is involved on a regular basis in enforcement of the MOU. Is this what you are infering from the language in the Judge's order about him "retaining jurisdiction". If so, don't you think that's a bit of a stretch. If not, perhaps you might consider using some other phrase other than "ongoing oversight" as it implies a regularity of involvement that I don't see as realistic. Do you agree?
