As long as we are speculating about the J2.5 settlement, I would like to make two points. 1. TPL issued a separate settlement pr for NEC America. 2. NEC America was not included in the MOU.

I believe it fits with your theory. Since NEC already had a full license, I suspect they just threw in a couple extra bucks to add NEC America to the existing full license. NEC wanted out long before the actual settlement announcement, so it would seem that they would go that route. The J2 probably purchased limited licenses. I suspect renewal required at different points, but always the option to purchase full license. How else does one explain the separate settlement prs minutes apart and the exclusion of NEC America from the MOU?
